I have connected my laptop with my adapter and my system is showing a notification that 0% available(plugged in, not charging)

I will provide you the drivers. Download the drivers and follow the steps as provided to install the drivers correctly.

After downloading the file please extract the files to a folder on the desktop.
Follow the below steps to install the driver correctly:
1. Click start -> Select Run -> Type devmgmt.msc -> Click Ok. and right click "Atheros Wi-fi adapter " or " ethernet Controller" and select update driver.
2. Select "Not at this time", click on next and Select "Install from a list or specific location"
3. Click Next. Then select "Don't search, I will choose the driver to install".
4. Click Next and then select "Network Adapters" from the list.
5. Click Next and then click Have Disk.
6. Click Browse, Choose the location where you have saved the extracted folder.
7. Open the folder and choose the .inf file listed.
8. Ignore any errors you receive and proceed with the installation.

This model of Presario has an audio controller that supports the high definition audio. You need to have Microsoft Universal Audio Architecture (UAA) Bus Driver for High Definition Audio installed on the computer before installing the audio driver.
Here is the link for the Microsoft Universal Audio Architecture driver that need to be installed before installing the audio driver:

After installing the UAA driver reboot the notebook and install the audio driver from the following link:
Conexant CX20549-12 High Definition Audio driver:

Installing this driver may result in an error. But continue with the following steps to get the audio driver installed correctly.
1. Click on Start and select Run. Now type devmgmt.msc and press enter.
2. Right click on "AUDIO DEVICE ON HIGH DEFINATION BUS" or Conexant High defination audio entry and click Update driver.
3. Select "Not at this time", click on next and Select "Install from a list or specific location"
4. Click Next. Then select "Don't search, I will choose the driver to install"
5. Click Next and then select "Sound, video and game controller" from the list.
6. Click Next and then click Have Disk.
7. Click Browse C:\swsetup\sp35940 folder and the double click the (WinxP -> Thrifty10 -> CPL30A5a.inf file for Audio) Select the .inf file, click open and Continue with the onscreen instructions.

Installing this driver may result in an error. But continue with the following steps to get the Modem driver installed correctly.
1. Click on Start and select Run. Now type devmgmt.msc and press enter.
2. Right click on "Modem device on High Definition Audio Bus" and click Update driver.
3. Select "Not at this time", click on next and Select "Install from a list or specific location"
4. Click Next. Then select "Don't search, I will choose the driver to install"
5. Click Next and then select "Modem" from the list.
6. Click Next and then click Have Disk.
7. Click Browse C:\swsetup\sp33089 folder and select the .inf file and click open and Continue with the onscreen instructions.

i have a problem i want to restore my compaq m2000 to factory standard but i cant because my disk drive does not show up in my computer and when i try to use a disk it doesnt work

Is the Tagus adapter your original adapter?
Check the adapter wih a multimeter to see if the voltage output is or slightly greater than what is printed on the label.
The adapter may not have sufficient amps to charge the battery and run the laptop, check the current rating of the original adapter and compare it with the Targus, it should be the same voltage and current rating or higher current rating.
If the adapter is OK then the battery is worn out and needs to be replaced. Recharageable batteries have only a limited number of charge and discharge cycles, when this is reached they just don't work any more. Buy a new battery, not a 2nd hand one because of the reasons I've mentioned.

Are your batteries emtpy? Maybe your adapter is broke?
Did you try using the adapter, after disconnecting your batteries?

Update the drivers from HP or uninstall the device and reinstall it thru your device manager,

Start > Right Click On My Computer > Properties > Hard Ware > Device Manager .(look for the device in the list that pops up,
Right click and uninstall,Shut down and Restart,
On start up XP will auto find and reinstall for you,
Don't forget to wait untill the pop up messages say Device is installed and ready to use before you use,
