The Green CRT and or Green Drive Board has an issue. You can get the ITC222 CRTs from www.tvrepairworld.com they also have the CRT drive boards available.
The CRT on the left will need to be replaced. You can test it by removing the CRT drive board from the bottom of that tube and leaving it suspended without unplugging any wires. try plugging it back in and pressing power. If it powers up with that drive board hanging off the bottom of that tube then you know thats the issue and the CRT ( tube) will need replacement. You can get the replacement CRTs ( tubes) from www.tvrepairworld.com
The problem is with the voltage capacitors and transformers on power circuit board. Some of them has burnt off and so only you are having this smell and popping sound. You have to take voltage readings and test power supply components such as bridge rectifiers and capacitors.
If there is no voltage rating you need to replace that part if not you have to check the soldering joints and solder it again.
