I haven't found a fuel gauge that didn't use a wire wound rheostat on the float arm in the tank to apply current to warm a bi-metal strip in the gauge. In my '89 Toyota van, my gauge would only work from 1/4 down. I had to take the tank out to work on the suspension and on removing the sender, I found the sliding contact loose on it's pivot and the coil coated with a white residue. With gentle tweaking and 600 wet-dry paper it works perfect. But I would first check if you are getting 12V to the sender on the tank. Keith L.
