Why does salter scales round up when measuring grams

Because you have a scale that weighs in whole grams not parts of a gram. You need a more accurate scale like these which weigh to 1/00th of a gram (0.01 grams).

Convert 4 ounces to grams

1 ounce = 28.3495 grams or about 28.3g (rounded to tenths)
4 * 28.3 = 113.2g; round to nearest gram, 113g (which is close enough for measuring flour)

Need help rounding 2.2420g to grams

2.2420g is already in grams. What do you want to round it to? If you want to round it to the nearest gram then it's 2g. If you want to round it to the nearest tenth of a gram then it's 2.2g.

4136 rounded off to the nearest hundred

4100

It would need to be 4150 or more to round up to 4200.

If your calculator has a function for rounding to the nearest integer, you will need to divide by 100 first, then round, then multiply by 100 again.
