I took the laptop to 1800fixit and the tech guy said the port to plug in the lap top was broken...he wanted to charge me 200 to fix it then he said it might have other things wrong with it but he can't tell until he turns it on by changing the plug in port

That is a common problem with the Toshiba. The center pin tends to get broken off. I have had to repair them by either installing a new mother board, or removing the mother boars and soldering in a new power port.

Certainly sounds like a faulty charger , crazy as it sounds checked the fuse? or replace charger.
All else can be is liquid spillage or dead MOBO

Start by trying another power outlet.
The power adapter should have its own light. If it doesn't light up then the adaper is bad. Kensington.com sells very inexpensive universal power adapters. You might also find a good deal on eBay.
If the adapter lights up then it may be your battery. Notebook batteries are only good for 2-3 years. If you let them sit for a long time without a charge they may only last 1-2 years.

It's a motherboard hardware issue in all likelihood.
There is NOTHING you can do but update the firmware bios. The problem is that most bios firmware update programs require both ac and battery power at the same time :(
You can try to do it anyways by visiting Toshiba's support page for your model and downloading the firmware from there.
It probably won't fix the problem but it's still worth a shot....sometimes it works ;)

Hi.
Take out the AC power jack and then remove the laptop battery. Plug AC power back in and see if the laptop will turn on. If it turns on let it boot the operating system and then shut down as normal, remove the power cord and reinsert the battery and again see if it will switch on. If it does then there has been a glitch with the battery. If it doesn't then there is a problem with the battery.
If the laptop won't switch on either with or without the battery then there is a possibility that the motherboard has developed a problem.
