Unit will intermittently power up. Once running it works fine. However, most times the unit will not power on. I've replaced all of the caps on the power supply but the problem persists.

The basic unit requires 10 watts at line voltage. Modifying the unit internally would be a disaster. You are better off using an invertor to drive it.
The internal supply will be a switching type and probably generate +/- 15 volts and +5 volts.

Replace the capacitor. It is the main input filter. It may cause damage to continue to operate this way.

Sounds very much like the control knob is dirty, needs a good cleaning!
Sometimes just giving the knob a good exercising (turn it up and down quickly a few times) can help it.
Some cleaners can leave behind a residue and make it worse, so ask at an amp repair place what product is best to use.

Try this using a differeent computer. Some computers generate a lot of digital noise. Also use a lot of gain from the guitar to improve the signal to noise ratio.
