I am looking to find a free PDF download of a manual for a White Zigzag Model 999

From pictures I see, the Elgin 999 is just like other front to back needle threaded. Unless the -f is special.

The White 999 looks to be same, not sure what the connection is with Elgin/White/Singer, but take a look. Its free unobstructed download.

there's free White manuals via the Singer website, strange as it may seem.

Look under Singer's "Support and Resources" then select "Instruction manuals" , or follow this link: http://www.singerco.com/support/instruction-manuals

On the Instructions Manual page you'll see it says "Find Your Manual - Step 1, Step 2 etc etc" and under that there's a search box that says "Model Number"

Into this search box just type "w"
(don't type "white", because that doesn't work)

You'll be taken to a near incomprehensible results page but scroll down and you'll see one listed as "W1505, W1510" Just click the button "Free download" to the right of the lists, and it will open a PDF file of the manual.

Click search--they have a free pdf download

1981 was the year it was made, in 1986 White sold to Electrolux and the production stopped. They can be bought for 175 dollars.

The model number changes to W1418 as the W means White.
