System turns on however hard drive will not cycle nor will mouse or key board activate

the hard drive is the storage unit for the operating system , files and folders
when you install a new hard drive then format it , then install an operating system
best is now win 10 as win xp and win 7 are no longer supported by Microsoft and have dropped most drivers out of the system
to get the keyboard and any other pnp ( plug and play) units , you will have to go to the manufacturers web site for the key board , mouse , external hard drive etc, find a download for your model that is compatible with the operating system you are using and down load it

try this: shut of the computer and unplug it and then take the side off and take out the battery on the mother board. push the power buttion and let go and then plug it in and start it up. that will reset the mother board to factory settings. one you have setup the date and time and everything soudl work again and if it does put the battery back in and put the back on. then if that does not work then you will have to replace the hard drive for the hard drive is bad where the drivers are for the mouse

It would be easier to answer this with some more detail - does the cursor ever move, or does it work for a time at startup, then freeze, and if so, when does it freeze? Does the keyboard work? How about other USB devices? Is the mouse connected to a USB port on the Mac, or does it go through a USB hub? Do you get a pop-up menu if you control-click? Does the mouse work if it is plugged into a different port or computer?
In the absence of such important details, I will have to write a relatively long diagnostic routine.
The very first is to verify that the mouse is powered. If it is a laser mouse, pick it up and look at the bottom. You should see the red light coming out of the hole in the bottom. If you do not, unplug the mouse and plug it into a different USB port on the computer. Do not plug it into the same hub if it is connected through a hub (if the hub is bad, you won't differentiate the problem). If the mouse lights up and the cursor moves, the USB port you were using is not supplying power (if the dead port is on a hub, now you can try another port on the same hub to see if the hub or its power supply is bad). If the mouse does not light up at all, then it most likely has a broken tail (worn out wire in the cable). Unfortunately, first-generation Apple laser mice are relatively difficult to disassemble for service. Try another USB mouse (a generic two-button mouse will work; the right button has the same function as option-click).
If the mouse lights up but the cursor does not move, you may have a broken data wire in the mouse tail, or a system or application hang. Try holding down <Apple>-<option>-<esc> to see if you can get the force-quit dialog. Press the power key (or <control>-<eject> on most Apple keyboards) to see if you get the sleep/restart/shut-down dialog. (Keyboard shortcuts for this dialog: esc = cancel, s=sleep, r=restart, <return>=shutdown.)
A restart may undo the problem, at least temporarily (usually this indicates a software problem). Software problems that actually freeze the computer are relatively rare in the Mac OS, but bad web scripts or poorly written applications can do it. It's a good idea to run Disk Utility after a freeze and forced restart (forced restart: <Apple>-<Ctrl>-<power key>) to make sure the file system is in good order. If it is a software issue and reinstalling doesn't fix it, avoid the software or whatever conflicts with it until a fix is published.
It is also possible that the operating system is corrupted, perhaps as a result of a failing hard drive or a power glitch while saving something to the drive. Check this by putting Disk 1 of your OS installer set in the optical drive and restarting while holding the option key until you see both a hard drive icon and the optical drive icon on the display. You should be able to use the mouse or the arrow keys to select the optical drive (once you start from Installer Disk 1, you can run Disk Utility to try repairs on the hard drive file system). If the mouse works normally when the system is booted from the optical drive, you have a problem with the hard drive OS.
The worst case cause is a hardware issue. This could be a damaged USB connector on the computer (it can be replaced, but generally requires a high level of skill to remove the bad connector from a multi-layer circuit board without wrecking the board, and for Macs less than ten years old, lead-free solder is required). A memory defect could cause a system hang, as could a fault on the logic board, or even in the power supply. These often appear to cause the mouse to freeze randomly and may display a temperature sensitivity (the computer works for a while, then locks up when it gets warm; neither the mouse nor the keyboard respond). If you suspect a memory issue, try removing all but one memory module. If the computer works normally (other than running slow or other signs of inadequate memoroy), then add modules back one at a time until the computer fails again. (CAUTION: only handle memory modules by the edges; they are easily damaged by static electricity. ALWAYS turn off the computer and unplug it before removing or installing a memory module; installing a module with power on can do serious damage to the module or logic board.) If the computer fails with just one module installed, remove it and try a different one. If it fails with any memory configuration and after all the previous tests have been run, you may have a defective logic board, power supply or USB connector board (if separate from the logic board).

This is fault in your Ram, hdd, I/O device or pci slot cards, check all these things are connected properly with your motherboard.These beeps are also due to some faulty in connection betweeen i/o devices like keyboard or mouse and mother board.in advance system if hardware, rams, hdd and io devices not conneted properly then systen don't boot.you have to check ram, keybord, hdd and pci slots card to solve this problem.

it could be a faulty lead if it cant find the operating system or faulty ram but it would beep if were the ram although if you have 2 ram modules one might be faulty

One bad lead can cause a computer to continue on a cycle or to shutdown or fail to detect/ boot up a computer hard drive

Test all leads that attach to your hard drive including electrical extensions,IDE,SATA

the leads from your ((motherboard to your hard drive)) make sure they have a secure connection and are not faulty or just replace them there probably old and faulty
make sure all leads that are attached to your drives dvd\cd have secure connections and are not faulty even the electrical extensions or just replace them they could be faulty a computer needs its connections to continue its cycle and to have an end so any faulty leads will end up with a computer error
During the boot process you will see on the screen to press a certain key to enter setup
Press and hold that key during the boot up process to enter BIOS you can load failsafe defaults or load optimized defaults ,press escape then press f10 to save to cmos to restart

During the boot process tap the f8 button three times this will boot into safe mode where the only things working will be your mouse and keyboard enabling you to attempt to repair your computer

Turn Off the computer, now as soon as you hit the power button, keep on holding "Alt" key & keep on tapping "F10 key,ie: Alt+F10, it will open the recovery console ,select full factory restore and follow on screen instruction. (Note:this will erase all datas on the computer)

Confirm if your PC is frozen, or if the mouse has stopped working by pressing the WINDOWS key on your keyboard. If the mouse has frozen, pressing the windows key will bring up the start menu. If it does not open, then the Operating system is frozen. Try opening your DVD / CD-ROM device. When it opens, the PC is not frozen.

If the Operating system is frozen, then most likely you have a Hard Drive problem, extreme Hard Drive fragmentation or corrupt system files causing this.

reload the driver once in windows. unload key board drivers. and let it seek the key board and mouse again.

Improper boot media means it's not seeing your hard drive. Check hard drive ribbons and power connectors. Your hard drive might have failed if the ribbons and power connectors are installed properly.

1. Disconnect all the peripherals like keyboard,mouse,printer, scanner & monitor and power supply from the CPU.

And press & hold the power button for 2 min, it will release the flea power from the mother board.

Restart the system & check.

2. Disconnect everything.wait for 5-10 minutes and then connect every thing.

Restart the system.

If it does not resolve the issue then you can try this :

Just remove the registry key it happen when this key is corrupted.

HLKM\System\CurrentControlSet\Enum\USBSTOR

And delete all references to the external hard drive.

And also HLKM\System\CurrentControlSet\Enum\USB

and found the keys associated with the USB to IDE value.

After restarting the system, the drive shold be detected & configured automatically by the computer.
