It really depends on how much money you wish to spend and with that comes the features you can enjoy. On the lower end you will end up with mATX motherboards with on board video and not much expansion/slots, in the middle of the pack $80-$110 more slots are available and possibly SLi/Crossfire capabilities. The higher end boards allow you to have the features of the other classes, plus more memory, slots, fancy heat distribution equipment, and exotic chipsets. I prefer Gigabyte, Asus for the higher end and medium to low I tend to look at MSI, Biostar, DFI, Abit.

This processor need better cooling system as it is powerful it need more power so I suggest you to upgrade your Power Supply and buy more efficient processor fan cooler. Also you should check if processor is properly installed on motherboard and there should be some special thermal grease between processor and motherboard (http://en.wikipedia.org/wiki/Thermal_grease) for better thermal conductivity

It is possible that the processor may be defective but that is very rare. Take the processor off of the motherboard and reseat it. Make sure that you are using thermal paste(preferably aluminum) properly. The motherboard has a function in it that if the processor overheats it will shut the computer down to prevent damage. Also check to make sure that you RAM is fully seated and also that it is compatible with your motherboard. I have seen several instances where the RAM was not compatible with the motherboard and the computer will not boot.

What power supply would you recommend for a quad core processor?

Greetings - Even though the CPU is Quad core you could get by fine with a 350W PSU, unless of course you're going to have a killer juice sucking high end video card and/or are planning to overclock your CPU.

A good quality 450-500W would give you plenty of margin. More important to get quality vs rating numbers. Cheaper manufacturers tend to overstate the specs of their PSU's.

M2N68-AM PLUS does not support cpu AMD Phenom 9750

No it does not. although it says it supports sockets AM2, AM2+, and AM3 and the Phenom 9750 is an AM2+, the Phenom 9750 has a wattage requirement of 125 watts. This motherboard ONLY supports CPU's up to 95watts! You would either need to get another motherboard or another CPU (or both and make a second computer).
Side note: also keep in mind that if using this motherboard with an AM2+ CPU, it will not be able to handle 1066MHZ memory (or higher) in dual channel mode, in order to get this speed you will either have to take out the second dimm or run both dimms at 800MHZ.

There seems to be some sort of incompatibility issue between your motherboard and the Phenom, or maybe some option is not enabled in the motherboard bios that windows is only sensing half of the GHz, like if the processor is only running 2 cores instead of 4.

About the memory diference, that same problem is because the 64bit difference. Unless you have a 64bit XP you won't see the full 4GB. Windows XP is limited to 3 or 3.5GB of ram it can use, you are showing 2.75 maybe because some video board is integrated in your motherboard and it may be borrowing an extra 0.25GB from the 3GB that are usable under windows XP 32bit OS.

Please comment what motherboard you have, since the cpu alone can't be blamed nor configured.
