Kenmore 80 Series won't spin out

My Kenmore just stopped spinning. I have to wring my clothes out by hand after a wash, then manually drain the washtub and tilt it to get all the dirty water out. Then I have to run fresh water to put it through a rinse cycle and finally wring my clothes then hang them out on the line to dry. Once they are dry i take them to a dryer and put dryer sheets in them and that is how I iron. This is so tedious. My sister thinks that I need a belt on the machine but the instructions inside the door suggest that I change a fuse? my dad started taking the knobs off the machine to get to the fuse part but after 10 minutes he decided he didnt want to invest the time and suggested I buy a new one.
