There are two reasons for this fault. A fault smoothing capacitor at the video output voltage rail, or excess of screen voltage. These lines are called 'vertical retrace lines' technically. No picture tube is cheap to replace. Especially a Sony tube. And besides the cost of the tube there's the labor cost to install it and some tedious adjusting needs to be done to set up the replacement. When a picture tube fails it's time to replace the set.
Now having said all that, there are different kinds of lines that can show on the screen. Some are because the tube is bad, but others can come from less expensive parts on the circuit board in the set. Without seeing the lines for myself I can't tell you about yours. If you are wanting to keep the set, I would suggest having a qualified shop check it. The can tell you for sure if it's the tube or not, and give you an estimate for the cost of repair.
