you have condenser issue. check at outside unit for 240 volts to contactor and 24 volts to contactor coil.

You should see no ice. Turn it off for a while like and hour or so.. Do you feel air coming out of the vents?

no, you wont be able to get the 13 seer out of the coil. stay will the same seer rating or change both pieces.

It also is around a 10 SEER could be a abit more depending on the maych up of the coil and airhandler or furnace combination...

Rather than have him replace the control board first, ask him to remove all the freon and weigh it. He then can reuse the Freon that came out of your system put back in at the exact charge that the rating plate calls for. He will add a bit more to compensate for any length of refrigerant lines from the outside unit to the inside unit. Now this will bring us to factory specs. If the unit continues to act up, then try another board. I am not a big fan of replacing parts unless other alternative ways have been tried. If he is not willing to try what you ask, why is he there? As far as if something is taking out the control board, have him clean and reconnect all ground connections and inspect the thermostat connections both on the inside unit and the outside unit. Is lightning a factor in your area?

for 65 dollars i would replace the coil I do however love gas and heat pump combos it will cut your gas bill by about 75% only uses gas below 30 deg
you may want to try a honeywell 8000 stat it has random circulation fan comes on and just circulates the air also used for gas hp combo with an out door sensor and you don't need the fossil heat kit as for the copper if possible replace it due to don't trust any ones soldering as for units the are all about the same look for warranty some replace unit others have life time comp if only going to be in house for 10 yrs hard to recover cost give replacement allowance when sell

that is a three ton unit and most likely a 10 seer rated seer rating are posted 6 months in cool and 6 months in heat to get the number on the unit if you are more interested in heating rating of heat pumps the aher or annual heating efficiency rating is of the most importance in this category the unit posted very well

do you have a totaline t-stat. they and some other brands have a fan recirculation setting in the installers menu.

this is assuming that this happens in addition to the heating or cooling normally

you have a missmatched system, for it to work try removing the orfice on the high side txv it is not allowing the evaperator coil to fill with refrigerant properly coleman and intertherm dont like each other since they control a large market in the manufactured housing heating and cooling units electricaly connecting the componets together no issue prefromance sometimes is the issue hope this helps
