Make sure the mouse and keyboard are in right connections...if you look closely youll see icons next to ports.
try without mouse at first start up ,load windows and use key with windows logo on it to access start and scroll to shutdown tab and restart...plug in the mouse before restart.
if logo tab isnt assigned press ctrl + esc to access start menu.

Just because they hit the tower should not have hurt anything.
But, you should turn it off, pull the power plug, then hit the power button, then again and make sure the lights don't turn on or flash.
This make's sure that all the power is gone from the motherboard.
Before you touch the inside, make sure you touch metal, so you don't static shock the motherboard.
Now open the the side up. I would remove the two power connectors, one should be a 20-24 pin and another 4 pin.
Reset them to make sure they didn't come lose.
Check the HDD, hard drive plugs, fan plugs, the CPU fan plug.
Then check the monitor connection, and any on the back.
Try the monitor on another PC, or a monitor from another PC on this PC.
A hard shock to the power supply unit (PSU ) can kill it, it can still turn on the lights but not have the voltage to run it.
If you do all this and are safe and careful checking inside and out, then you might have to take it to someone who can test it.
You can also download the manual so you know what it looks like inside the PC and what the motherboard looks like and how you would set it up when new.
well pentium 4 is one of the best processor and as you say that it is of ten years old it seems it had worked for more than what it was expected of so there no loss if you go to buy a new PC.
try to boot in safe mode and check if still freezes. if yes then. boot to f8 select last known good configuration. if fails.try to do system restore using the recovery disc. if fails then before reinstalling OS. try to connect an external mouse first then update antivirus then run a full system scan. if still fails then reinstall. OS.
Since you are able to see your mouse pointer move, the display is refreshing so the problem is with something other than the graphics card. Generally software / OS related.
So assuming you aren't experiencing a hardware failure try the following...
Boot from the CD the computer shipped with.
Insert CD and restart the computer holding the "c" key Your computer should boot from the CD
If so run disk utility from the CD and repair the disk as well as permissions. If there are any errors repair again.
If
this is successful your computer "should" be repaired. If it is still freezing, use your CD to perform a Archive and install which
should keep all your personal settings and installed software intact.
Upon booting, beofre Windows Logo, press F5 key to get computer to boot into SAFE MODE/Administrator. See if you have mouse control under this mode. If yes, then there's a good chance that the mouse is OK .
once in SAFE MODE and are able to regain mouse, the chances are good that you can just restart the computer and everything will return to "normal".
Suggestion #1: reboot computer to NORMAL after having sucessful SAFE MODE mouse test.
Suggestion #2: see if you have a recovery point (system restore) before the mouse issue came about.
Where do you have the transmitter sitting? If it is below a desk (i.e., sitting on top of the computer tower, etc.) it may not be emitting a strong or consistent signal. Try moving it within a clear line of sight to the mouse. If that doesn't work, it could be a problem with the mouse itself and need to be replaced.
When you start up, have to mouse on the one that freezes and then switch off that one. (turn on the one that freezes first and have the mouse set it. then once it is on boot the other one and then switch mouse.
When ever trouble shooting a KVM that has a problem with one computer always swap the cables at the computer end -- that will tell you if you have a computer or KVM issue.
