The pushing and the starting should be two independent issues.
First, you probably have a hydrostatic drive mower. If so, you should look on the back of the frame. There will be a little rod or some such thing sticking out of the back. There may even be a little sticker indicating what to do. Basically, pull that rod and hook it on the back panel of the frame. This disengages the hydrostatic transmission allowing you to push it. Remember to reposition it to drive the mower when you get it running. Also verify brake is not engaged if still difficult to push.
Then, it is time to investigate the starting problem. Check to make sure blades are not engaged, this will prevent starting (I know it seems silly, but people make this mistake). When you turn the switch to start does the engine turn over? If not, do you hear a click? That click would be the starting solinoid. If you do not here it, do you have voltage at the battery? The battery can be checked with an electrical multimeter. You can also try to charge the battery if you have a charger or try to jump start it. If you still do not get any response from the engine and the starting solinoid does not click (and safety switches are correctly positioned) then the starting solinoid or its fuse (if installed) are bad. If engine turns over but does not start, then it is time to look at fuel (good, new), air (filter not clogged), spark (check spark by removing plug and grounding to the head and when turning key to start check for good spark. Fuel has another part, delivery. Make sure there is good flow to carb., no obstructions and fuel filter passing sufficient fuel. If you get it to turn over and all the other checks are good then it is time to clean the carb. Which involves disassembly of the carb.
