Woods makes a few different timers with remote.
One of them has 3 buttons
http://waterheatertimer.org/Woods-timers-and-manuals.html#13568You can try unplugging all 3 remote units so they reset, and then try setting up on button #3 first.
You can also work around using this method: unplug all remote units. Plug in two remote units and turn both lamps ON. Then use button #1 to connect to both of those remote units simultaneously. This way, two different lamps can be controlled by one button.
If remote control is genuinely defective, then send it back for replacement.
Industry-standard is one-year limited warranty.
I own 2 sets of this timer.
One of the remote units stopped working immediately and has never worked since.
Both the remote controls work, but only 5 of the 6 remote units work.
I test timers and 6-8% arrive defective. Most go bad after a few years, some last quite a while.
