try it in safemode and chk if it works its drivers issue or try to load bios and see if you get the same problem if it is then it is the problem with you LCD screen

Its most likely that you have downloaded a very old version of software with the same name. The dell support website has many listing when you search for Dell Dock. Always use the website below for the latest version of Dell Dock application. http://www.delldock.com/

Sorry for the typo, it was suppose to be Dell WEB site

You can download the drivers from Dell WEB site, the support download page. Make sure you select your model laptop, better still type in the Service Tag number, it is printed on the label on the bottom of the laptop. Also make sure you select the Windows Vista version of the driver for your Windows operating system.

Try running these scans in Safe Mode.

Keep pressing F8 on startup, and choose 'Safe Mode' from the list that appears.

If you still find it locking up during scans, you may have a hardware problem that needs fixing.

I used to be able to photo capture with my dell inspiron 1720 but i now cannot there is no button to push anymore, have i messed up a setting on accident?

try to remember when was the last time your photo capture was working. do a system restore. if system restore failed or not applicable then reinstall the photo capture software.

Administrator password Dell Inspiron 1720

If the system is asking for an administrator password in Windows and you are wanting to format and reinstall the system, then the password shouldn't be an issue. Most inspiron systems are equipped with a PC Restore partition CTRL+F11 just after the Dell Splash Screen should enable the restore process. If PC Restore doesn't work, then boot to the XP CD and format the NTFS partition and install Windows XP clean. If you have Windows Vista, the PC Restore is run from the F8 Boot menu. If no restore partition is accessible in Vista, then again Boot to the Vista DVD and format the NTFS partition and install VIsta.

My dell inspiron 1720 laptop webcam doesn't work for most programs including msn skype dell webcam manager it said that it can not find my webcam but the webcam only works for yahoo messenger

you can have the webcam workin for only ne application at a point in time also check to see that you have activated the webcam access on the other applications and this time try with the windows firewall and other firewalls deactivated

I cannot download or open any msi file type.

It just, no application can open that file so windows is suggesting to search for application to open/run that kind of files. Say example you have pdf file and you don't have adobe reader or application that can open pdf format it will flag that kind of message for you to be able to view/run it.
