Open dispenser drawer and push down on center plastic tab at back of dispenser to allow you to take dispenser out of machine. Take the plastic pieces off and clean them. (they need to be clean in order to siphon the bleach, softener, etc out. If there is water left in them, the water fill valve is OK. Cleaning should fix your problem. If you are using concentrated additives, try diluting them a bit with warm water when you add them to the dispenser. Remember, only one tablespoon (max) detergent, one teaspoon (max) fabric softener per load.
I also had the same problem of bleach not dispensing and water residue in detergent cup after each wash. After reading several blogs about water pressure in the LG washers, I checked my water hoses to the washer. Over time, my metal sheathed lines had kinked near the input due to sagging because of the weight of the hoses cutting water pressure. Also, when hot water went through, the hoses sagged even more, cutting the flow even more. I reconfigured the hoses to support them to avoid sagging. Now with full water pressure, my bleach dispenser works and my detergent cup is no longer filled with residue water after each wash.
