Remove the frame, pop off the two clips that hold the pump on and pull the pump off of the motor shaft, start the machine,if it runs you have something stuck in the pump.if it does run get a shop vac and remove the water from the tub, then remove the clamps on the hoses just push them down the hose with a pair of plyers then loosen one hose at a time so you can vac out the water, once you have all the water out you can remove the pump and see what's stuck in it,usually,a sock, womens underwear or a metal from a bra.if it's not the pump move the shaft on the motor with the plyers were the pump slides onto, you could have a flat spot on the motor and by moving the motor at the shaft might free it up,i've done this, some motors will run all the time after this or it could stop again on the next load, watch it and see what happens.http://www.youtube.com/user/RepairClinic?v=DwV71h86Gxw&feature=pyv&ad=5457341861&kw=washer%20pump

SOURCE: Whirlpool Ultimate Care II washer won't spin clothes more dry than soggy
Tip the washer backward, inspect the bottom of the gearcase for oil. If oil is present, the oil has migrated to the clutch causing it to slip during spin. The gearcase and clutch will have to be replaced if oil is present. Check the owners manual for limited warranty on the gearcase. If oil is not present, the clutch is just worn and should be replaced.

SOURCE: whirlpool ultimate care II top load skips agitation turns
I have the same problem, and i think it is a problem with the agitator i pulled mine off, (remove softener insert below that is a seal easily removed and then a 7/16'' bolt) seems a 'clutch' mechanism between base and upper agitators is shot.
