Likely to be the STK convergence chips causing a protection circuit to switch the TV off. Have you got any onscreen convergence problems (i.e, colour fringes)?
The power supply is in protect mode. There is most likely a short on one of the boards, or the high voltage generator, or a scan amplifier, or the power supply itself has a failure. Without troubleshooting the set it is impossible to know.
STK392-110 's = replace with Toshiba or Sanyo quality only..
What was the location & value of the resistor ?
An IC, if shorted internally, can prevent the tv from powering up..
Re-check soldered in 5 amp micro fuses F850,851,852,etc
Fix it ! ..............................T.
Pushing it back in place went it went out tells me that the problem is probably a poor solder connection. That arcing probably took out one of the fuses, but a fuse is NEVER the cause merely a symptom.
I would begin by examining the black wire that feeds the +16v to the convergence IC's on the main board. The convergence circuit is the most thermal circuit in that unit. Next check for any jumpers and other component joints that appear to be ring cracked. Even the convergence amps themselves.
Then check for open fuses after you've made a good inspection.
Check for fuses: F850 & F851 5amp, F470 2amp, and F890 3.15amp and one of these are likely open. But if you replace them without correcting the problem that cause them to open it will simply happen again..
Good Luck

This appears to be a duplicate post - - and I'm not sure which one you'll check for an answer so here goes:

Very common problems with this TV set. Toshiba even has a technical bulliten on this and several other models of tV set. The negitve terminal of C809 and C810 need to be soldered, as there are no eyeletes in the printed circuit board. This problem could also take out the fuse, F860. Replace if necassary. Good Luck
You could have gotten an electrical surge that put your set into a shutdown condition and unplugging the set and letting the Microprocessor reset will fix this problem if it dosent blow out the main power regulator as you still or might I say have a regulator IC problem. IF THIS PROBLEM HAPPENS AGAIN MORE THEN A FEW TIMES WITHIN A SMALL TIME FRAME I WOULD HAVE THE SET LOOKED AT BEFORE THE REGULAOR BLOWS SOMETHING OUT!!!!
power won't turn on and the light is blinking.
I have the same problem..
i have the same problem
toshiba tv power button blinking on and off. what do i do.
