Hi Therese. The Little Green doesn't create steam. It uses hot tap water and BISSELL Formula to clean your carpet.

But to answer your questions, the cleaning solution does go into the small tank with the tube, the tube should be arched and go to the bottom corner of the small tank. Clean hot (not boiling) tap water goes into the inner bladder of the big tank. Fill it till you can see the water near the top.

yes, they heat water to over boiling point by putting it under pressure so you only get steam. it cleans with very little water.
