I'm assuming that's model number JES1384SF06.
The bulb is an assembly on this model, and it can only be removed with the outer cover off.

I have attached an excerpt of the exploded view below. It is located atop the plastic holder where the door switches are located.

Sounds like the magnetron has failed. This is the component that produces the microwaves that heats the food.
The cost of the magnetron is about 95% of the cost of a microwave oven.
Most people don't, for this reason, replace the magnetron, they replace
the whole oven which is probably what you will end up doing.
There is a possibility that the circuit that provides power to the
magnetron is faulty and you need to take it apart, find the proper
electrical leads and test them with a volt meter. To do this you have
to remove it from its mounting and take it apart. It is a fairly
lengthy process however.

For turntable foolow these steps :

Check the function. Many microwave models have a timer setting in addition to the cook setting. Check to see that you did not inadvertently choose the timer setting.

Make sure the tray is seated properly. Some trays are seated on a spinning rack that must be aligned in a track. Check to see that the wheels of the tray are aligned. Other models may have a insertion point on the underside of the tray that fits into the spinning motor area. Make sure that the tray is placed squarely over this connector and does not wobble.
3.
Check that the tray is not upside down. If the tray is placed upside down, it may not align properly with the spinning rack or connector. Remove and replace right side up.
4.
Clear the track of debris. Food can stick to the wheels or clog the track in spinning rack models or adhere to the rotators in other models. Remove large pieces of food or other debris and then wipe the interior with a damp sponge.
5.
Turn the turntable function on. Some models may have an on/off switch for the turntable function. Refer to your microwave instructions to see if your model has a switch and how to locate it. Turn it to the "on" position to get the turntable to move again.
IF Microwave doesn't activate

Re: GE JES1384SF Mine quit working so I unplugged it and put a pot of boiling water in it and let the steam dissolve whatever was gumming things up. I used an electric hot plate to keep the water boiling. I let it boil for a couple of hours. I left the door 2/3 open. The microwave is working again. It is four years old and has been used every day, many times a day before it stopped working.
