SOURCE: how to change a dryer belt
Unplug unit . Check to be sure you have 240 Volts at wall outlet.
Open the door and look along the front upper edge of the dryer along the front edge. There will be 4 screws going into the top. Remove them and lift the top.
Near the floor at the front of the dryer about 1 inch in and 4 inches off the floor there will be a 5/16" hex head screw on each side that is black like the toekick. Loosen each about 3 turns but do not remove them. Leaning against the front of the dryer, Look down inside the open top dryer from above on each left and right edge there will be a 5/16" hex head screw holding the front assembly to the case of the dryer. Remove 1 on each side.
The dryer front can now be pulled toward toy about 3 inches at the top and then lifted off the lower screws and swung away to the right from the case. Be careful not to strain any wires connected between the case and the front. Place the belt around the drum with the ribs of the belt facing the drum and hang the remainder of the belt into the lower part of the dryer.
Reverse the process of the above three paragraphs to reassemble what you have done.
Pull the dryer out enough to get behind it. there is a lower black panel to be removed by taking out all the 5/16" screws around the edge. Swing the panel aside and look into it. You will see the motor to the right and the loose part of the belt hanging somewhere in the middle.
Place the belt around the motor and idler pulley so that the ribbed side of the belt goes in the grooves on the motor pulley and the flat side runs around the idler pulley, according to the GE chart on this image.

Turn the drum by hand a few times so that the belt aligns with the pulleys and is not twisted at any point.. Reinstall the rear panel again and you are finished.

If you have to replace your drum belt and if you have a front loading machine.
Remove the electrical console that holds the timer switch, start switch, etc. from the top of the dryer.
Be real careful not to knock any of the wires off of the timer switch. Then remove the top of the dryer.
Remove the front of the machine, this will expose the belt,felt seal, and drum.
Remove the drum and belt and this will expose the drum rollers, idler arm bracket with pulley, and motor with pulley.
The route of the belt will go around the motor pulley first, then it will go around the idler arm bracket with pulley, then around the drum.
Sometimes the belt will slip off of the idler arm or motor causing the drum not to turn.
While you have the drum out, I would recommend that you lubricate the drum rollers at the shaft of the roller with a good grade of machine oil like 3 in One oil. This will save you a problem later with the rollers getting noisy, also check your drum rollers for flat spots, if they have flat spots on them this will cause a noise like a thumping type noise. You will need to replace the drum rollers if they have flat spots on them.
