Do you mean you have already tried to go to 'Menu > Settings > Wireless & networks > Wi-Fi settings > Menu > Advanced > Wi-Fi sleep policy', and set it to 'Never', and, yet, your Wi-Fi radio is disconnected whilst your phone is in standby?

You must have something like 'Start > Programs > Wireless Manager'. This manager is also launched if you have the 'Wireless' icon activated in your Today screen, and you tap over it.. There, you should find a button dedicated to toggling Wi-Fi on and off.
An alternative way is going to 'Start > Settings > Connections tab > Wi-Fi'. If you tap on 'Seach for Networks', the Wi-Fi radio will be turned on.
Anyway, once a Wireless network is detected, the encryption methods are usually already pre-filled. You'll be prompted to set the passphrase, if any, though.

Ok for starters your Nokia 5310 is not a SMART phone so you will not be able to install WI-FI software! Even if you could your phone would have to have WI-FI components built into the phone for WI-FI to work. If you need WI-FI try looking at some of the Nokia N series phones like N95 etc. Because they use Symbian Software they are capable of running applications that can control WI-FI and GPS etc.
