The neutral safety switch is located in the shifter housing.
Here is a link to a good article on this topic, that would beat an explanation from me.

Yes, it sounds like the NSS is the culprit.

From your query, I guess the problem lies on the battery terminals or wires connected to the battery terminals. Did the old batteries leaked? If it did, the battery leak must have reached the wires inside your computer and corroded the connections. If you are a DIY person, you may open the bottom of your computer by taking out the phillips screws, around 10 (not so sure). Locate the wires connected to the battery terminals. Reconnect the broken connections (better to solder them if you can). Hope I helped you with your problem. Good day...

I had the same problem- from out of nowhere the scooter started dying at every stop. I adjusted the idle screw to 2000 and it still idled up and down. I bought some injector cleaner but this will take a while to work (several tanks of gas) and then found this link- seems to be a very simple thing to do once you read this link. I hope it helps. --

basically you fixed it youself
if your solenoid is engageing and your wiring is clean and tight from the battery positive to one side of the solenoid and from the other side of the solenoid to the starter?
then you need to replace your solenoid.
