The Cobra 29 is a 23 channel radio. The knob is misaligned with the selector switch. If this is a 29GTL or 29LTD it is a 40-ch radio, and there is a problem with the PLL, or the selector switch.

I'm looking at a price range somewhere in the area of 40 - 120 $$ to buy them new. If YOU can fix them without getting a tech involved then go for it but you will need a frequency counter that covers the range and they don't give them away cheap and the repair cost wouldn't be cheap either. I would buy another pair.
May be bad antenna match on that end. Check SWR at CH 1 and at CH 40. If quite different readings you will need to adjust the SWR and maybe the antenna itself.
It is dual watch. you can set it to have two channels monitored. like ch 1 and ch 13 it will flip between those two channels. but if you use say 6, 19, 26 along with another ch it will stay on the channel with the most noise. and you would have to turn up the squelch to compensate.
The radio needs to be tuned. This should only be done by a licensed repair shop. You will spend less money taking it to a shop than you will buying testing and tuning equipment needed to do it yourself, which would void the warranty.
You should not calibrate the antenna before you install it on the car!! the antenna needs to be calibrated on the vehicle that it is going to be on. Type of vehicle, different mounts, and many other variables can change the amount of reflection you will get.
j0hn9999 did a much better job but left some info out.
Take your SWR readings on channel 1, then on channel 40.... NOW, if your SWR is higher on ch 40 then ch 1, then your antenna is too long and it needs to be shortened. Refer to the antenna instructions on how to shorten the antenna.
If your SWR is higher on ch 1 then on ch 40 then your antenna is too short. You must lengthen the antenna. Again refer to your antenna instructions on how to lengthen your antenna.
You must calibrate each time you take a reading.
Make sure your doors and windows are shut when taking a reading
Make sure you are in an open lot when taking a reading as buildings, trees and other structures can cause reflection and give you an inaccurate reading.
If you adjust the length of your antenna on another vehicle and then put it on yours, the SWR will be off. It will need to be tuned again.
An external meter is better then the one in the radio, but will need to be hooked up in the vehicle you have the antenna on.
If you are not running any kind of power, or do not have a swing kit installed, and the radio is stock, the meter in the radio is more then enough to get a correct SWR reading.
Assuming no hardware faults, start with the basics, on powering on the radio: 1. RG Gain max clockwise; 2. Ch 9/NOR to Normal; 3. Delta Tune to mid position; 4. CB/PA to CB; 5. Squelch to minimum counter clockwise; 6. Channel selector to desired channel.

For the money,the Cobra 29 nw/st is just as good if not better than a Galaxy. Cobra is more durable by far. I have had 3 of these cobra's in the last 30 years. Only had to replace the last one because the tractor got hit by lightning.
Sure would not pay big money for a name.
My post is based on the assumption that all other channels have no problem.
A couple of possibilities: 1. Aerial need re-orienting which involves re-directing for a better signal. This requires physically moving and adjusting the antenna to where it is pointed at; 2. RFI (radio frequency interference). There is a radio transmitter between you and Ch7's transmitter that overrides the Ch 7's signal. It would have to be transmitting very near Ch7's video frequency (170-180 MHz) or a harmonics. You could try reporting this to your government's agency charged with communication such as the FCC in the United States or NTC in the Philippines. 3. If all else fails, you may need to switch to cable.
