A plumber has suggested it is a ballcock broken or missing, but I can't see any remains of that. (The plumber has not got back in touch with me to arrange to fix it)
Empty tank and remove the unit where the water comes in. Now look inside the bottom of the unit. Is there a rubber piece in there? Get a pair of pliars and pull it out.It's restricting the re-fill flow. I had the same problem and did this to two of my toilets and now they re-fill in just seconds. Don't know why they even put those in there.
Replace the washer in the Inlet Valve under the big nut, undo the the nut (make sure water supply is isolated first & flush pan) and remove the washer
it is a Diaphragm Washer for the Siamp Float Valve made by Wirquin, think the web address is www.wirquin.com. You can get one from b & q, make sure you put the washer the right way up and buy the right washer otherwise it will have the opposite affect it will not stop filling up

Remove the tank lid and look at the fill valve. Is it a yellow valve?
This fill valve is common on the Toto Toilets and can easliy plug with debrie.
They can be disassmbled and cleaned. however, I usually just replace the valve with Fluid Master Fill valve.
You will also want to check the water coming into the toilet by turning off the water that supplies the toilet and disconnecting the water supply line. After removing the water supply line turn on the water at the valve to make sure that the water is flowing properly. Check the supply line also to make sure it is not plugged.
Be sure and place a small container to catch the water that will come from the valve. A towell will also help from making too much of a mess.
If the Supply line and the valve are clear the problem is in the fill valve.
The G-Max system denotes the Flushiing system which is a 3" flapper that allows the water from the tank to flow into the bowl quicker.

If this is one of those models that most people have, the valve that shuts the incoming water off when the tank is filled is probably bad. It only costs about 8-10 dollars to replace. This valve is actually a stem or tree shaped device.

I have the same problem .... I took it apart and found that there is not any screws, nuts bolts, washers .... what it is (was) is a piece of lead (like a sinker on the end of a fishing line) attached to the end of the cable, yes the cable, that hooks into the handle and into the top of the flush mechanism - that yellow plastic tube )the cable goes through it) I was able to take it apart and repair the end of the lead weight with a split shot sinker BB - is the size I used. I also had to deform and cut some of the sinker away since the hole it sits in, is small. I just called and pressed a few buttons, waited 2 minutes, got a live person, she asked me what was wrong, I told her that my handle was just spinning, she asked for my model number 131-926 (found on the inside back of the toilet) when I purchased it (make this up, within this year ... and yes you have the receipt - she never asked for it, just that I had one!) she took my address down and gave me a client number .... tada!

The toilet is a UK model, but does not have a brand name on it.
After it has been flushed, it cannot be flushed again for some time. Also the flush seems to have little water pressure, and not be very effective. The toilet is only about 3 years old, and worked okay until recently.
I had another message from the plumber, a long time after he visited to give an estimate, who said it is a 'ball valve'. I would rather try to fix it myself as I used to fix the old toilet (non dual flush), and would like to be able to fix the dual flush one too.
