Shutdown the computer and disconnect webcam. Restart computer then after full boot, attach webcam and test to see if webcam works. If this does not solve the problem restart the computer with webcam attached. If this does not solve the problem then the webcam may be broken. If this is an internal webcam I recommend contacting the manufacturer.

I had the same problem with my webcam and the best sollution i could come up with was to transfer all the files on the internal memory to the memory card instead, and the format the internal card so that you will have space on the internal card again.
The cam automatically assigns the internal as the primary source of storage so even if you switch it, it does not work properly.
Hey u forgot to mention if it an external or internal webcam. However, if it is an internal webcam; in the start search type as hp quick play or cyberlink youcam and select the second picture and u'll have the webcam option. Double click on it and u can see the webcam. If it is an external webcam insert the installation c.d and try to install the softwares which would be the Video impression and Photo impression. And follow the on-screen instructions. Hope this will definitely work.
