I would open it first and look, a lot of those had both the screen and drive controls on the PCB at the end of the picture tube, at least look there first.
You are dead on in looking for the screen controls, if you find one it should only be a tiny adjustment due to age and the Crt changing a bit.
Sounds like a bad blue CRT (picture tube) ITs expensive and difficult to replace. CAll a Sony service center for an estimate. but expect to spend $500-700 to replace it.
Try resetting the TV by unplugging from wall outlet for 3 to5 minutes then plug back in. If no fixya take front grill off and panel and adjust the screen controls, turn color off adjust for Black & White Picture. Good Luck, big IRISH.
Hopefully someone on here has a manual and can tell you exactly where the tint controls are. Also need to try adjusting the color level, turn it clear down so you have a black and white picture.
Is the picture still green over the screen with the color control
set clear down to black and white? If it does, you might
have an issue with the green gun going out or problem in the
circuitry to it.
By the way, the best way to adjust the picture settings on a
tv are to first turn the color control clear down, then adjust
brightness and contrast for best black and white picture, then
bring up the color level to where it should be and adjust the
tint for best red/green ratio.
Jar-Head, bad news, the picture tube has a mild short in the green cathode, tech can come out and try to restore it but it`s usually a futile attempt on sony tubes, sorry to be the bearer of bad news, BMW Rider
TRY ADJUSTING THE SCREEN CONTROL ADJUSTMENT AT THE BOTTOM OF THE FLYBACK TRANSFORMER.THIS SHOULD REMOVE THE RETRACE LINES AND ANJUST THE HASY LOOK TO THE PICTURE IF NOT YOU HAVE A BAD CAP IN THE SCREEN CIRCUIT .LOOK FOR A 10MFD/250V CAP IF FEEDS THE NECK BOARD ATTACHED TO THE PICTURE TUBE 200V DC.

We are having this EXACT same problem; it started this week. Let us know what you are having done. I've called Toshiba and service reps but they are all quoting a price which is almost half the value of the tv. Have you been able to fix it?
