Had similar problem. Make sure there is absolutely nothing stuck in there. Get the vacuum on it if you have to. It is simply not making proper contact.
Remove and clean or replace the bin control sensors ( set of two ) part number 11-0540-21. Most of the time you can remove them and clean the little lights and this will do.
1. bin full when bin is empty means that the bin control sensor is dirty or need to be replaced. But since your having problems with water over flowing also i would bet that your machine needs a good cleaning. is you water full light on or off? if off and water sump try is full then you need to pull water sensor out and clean or replace it. if water sensor light is on then you need to replace water inlet valve.
clean the ice sensor on either side of the ice platen and just past the water trough. gently pry the sensor on each side out of their plug and work wiring out until you can get to the two led lights and clean scale off. limestone scale builds up and blocks the sensors.
You're almost out of toner (depending on where the light flashes, that toner needs to be replaced soon). It also can be the waste bin, that is full, in that case you have to replace the waste bin by an empty one.
You have probably got the bin so full it is stuck/jammed full of paper and you now can't remove it...this is a "consumer" model machine and to keep cost low they do not provide a "bag-full" light on the panel...you should regularly empty the bin so that the shredded paper does not totally jam the bin and in extreme cases then get caught back up into the cutting machanism and blow the pcb inside the machine...check your "users" instructions to remove the bin. Work the bin out a little at a time to get the paper out.

Try cleaning the bin full sensors. located on both sides of your machine, inside the bin,under the cutter head. If that does not solve problem, you need to replace bin full sensors.
