They work on a pressure switch. It has a rubber hose that connects to the bottom of the drum and runs up to the top control panel. When water fills up into the hose the air pressure trips a switch. So either the switch is bad and not making contact when it clicks. Or the hose is leaking air so it won't let it build up enough pressure. I had one that a mouse got up into and chewed a hole in the hose. You can take the back panel off of the top control panel and let the water in and listen to see if the switch clicks when it gets fulll. If it does and doesn't stop filling then it is a switch.
Or it could be the water shutoff switch where the water hoses hook up. If it is that then it will run all the time, more than likely. Is that what it is doing? Does the washer start running and water keeps coming in? Because it wont start running until the pressure switch is enganged. If it starts running and keeps coming in it is that.
