There needs to be an additional instruction. I am having the same problem. From standby mode, I press Intercom, the screen says "Please wait" for 2-3 seconds, then I choose a handset. Nothing happens. The user guide doesn't have any additional instructions after this point. I don't hear any paging or anything other than silence on any handset.

what year? ON my 2007 Ultra - to turn it on is the uppper left button while radio is on, then while the screen is up for the intercom then you can either adjust the front volume or the rear (from the rear adustment) using the same button as the raido volume
The Vox sensitivety is set from the right side of the lcd screen using two buttons on that side
You're absolutely right, you have TWO intercom buttons, or you're not looking at a Partner 10/18/34D where you posted this.
Unless memory fails me, just above the VOL UP and FEAT keys, you have a matrix of line buttons, and in that matrix, two buttons are by themselves. Ooh, LEFT and RIGHT intercom coming up :-)
Got it? FEAT 00 LIC LIC #103 (LIC being left intercom) then the 4 digit time in military. The date is 101 with mmddyy format.

2. Set the intercom extension of the second phone
By default, both have been assigned ext 11. The intercom uses the same frequencies as a DSL line to transmit, so that could be the noise you are hearing.
Page 23 tells you how to set the intercom extension, and the DSL warning is almost at the bottom of every page from 18-22.
