So I tried to Re-Install program still no good.
Plus have downloaded the program he advised too.

After the booting type msconfig then go to start up and uncheck irappl.exe reboot your laptop

I would take it up with MIcrosoft if I were you only they can help you if your Vista cannot recognise Hotmail unless your signing in through a client for instance Outlook express or any other client. Hotmail will not connect to any clients other than the above link.
