Indicates that it is a failed hard drive
if that is the case ensure that the replacement is a solid state hard drive
and get and load win 7 as win xp is no longer supported by microsoft

SOURCE: USB Hardware Installation Problem

Basially, what i learn from your problem that any removable media is not detected by your Dell laptop. You have tried all the things, now, just make one more try.
In my opinion, your windows are corrupt, hence they are not detecting any type of media. Please try to find the Windows XP setup CD ( Which may be there in your laptop kit when bought). If you have installed windows from pirated CD, get that one. Any CD will help.
Do it like this :
1. First un-install all the antivirus antispy and antimalware programs from your machine.
2. Put your winXP CD in CD rom drive and start the laptop. If WinXP setup starts, no issues. If not, then leave the CD there only and restart the machine. Then, go into setup by hitting delete key ( or the key which is shown as the first screen when laptop starts) when the first screen appears.
3. When you enter setup, select advanced settings and go to "boot device priority"
4. select first boot device as CD rom, save the changes and exit.
5. now the CD will your machine. when asked for, select you want to install winXP. After that option, the Setup will detect your existing version of installation, i.e. C:\windows. At this point of time, select R to repair the windows.
6. IMP : Dont select repair at the first option, it will not help. I repeat, first select you want to install XP. Thereafter select R at the next option.
7. Now windows will repair the current setup of windows. Please keep Windows CD ready with you and insert it when asked for.
8. After setup, the machine will start as normal one, and detect all the hardware including USB media etc.

SOURCE: dell inspiron 1525 notebook will not start windows

Usually this happens when the vista boot loader fails. During boot up, keep tapping F8 and then select Disable Automatic Restart... and get the stop error code which usually starts with 0x

SOURCE: I had Dell Windows XP

Hi. Error 0146 is pertaining to a failing hard drive. You can still try to reinstall Windows Vista by requesting for a CD from Dell by contacting them.

If they fail to send you a CD or if the error still comes up after reinstalling Vista, then you need to replace your hard drive.

Try safe mode.
If that works, there is a card or software that has failed.
Checking the cards is easy, take them out one at a time and restart, for motherboard features, shut them down one at a time.
For software, did you load anything new, even updates, if so remove them.
Mine turned out to be a bad PCI card for a scanner.

SONY VAIO PCG-7G1M Wont boot

First you understand yourself is that after the windows logo screen apperars and its get restart means there is some changes or malfunction happened to your hardware - Although you changed your hard disk will not solve your problem. Please clarify as follows

1) did you load you operating system to this hard disk by any other computer help - if you load it with the same system try to reinstall the system.

If the problem existing 100% your motherboard is partially damage I think the uniprocessor side voltage variation is happening while you press keyboard some charge (voltage) you are supplying to the motherboard, sometimes some key pulse is more than 5 volt so that pulse support to get moved some points

First check your windows try to reinstall agian - I predict that you got this hard disk installed through some other laptop so the hardware configuration is different.

Thanks Hothawk
