Where are you downloading apps from, the phone/tablet or on a PC? Have you setup a gmail account on your phone yet? A gmail account is required to register the phone/tablet on the android market.

Did you setup the gmail on the phone/tablet or at gmail.com. You need to do it on the device. Typically during the initial setup of the device.
Your solution to this problem is not at all helpful. My PC is asking the same question as a gmail account which I have and tried everything possible but if also says that I problably not provisioned to use data services. Would please clarify the solution to this problem. By the way this question originally came from a different person but I am asking this because I have the same problem.

The google play marketplace is very strict about its terms and conditions. First. you can not download apps from playstore on your computer.
you need to download its play store app on your android phone. after that you can download the apps and games from your phone.
if you want to download it from pc or laptop visit to another website like -

apk games
you can download apk file from these sites and move apk file to your android phone and install it.
before installing these app follow these step
1. go to you phone setting.
2. click on security
3. check if unknown source is enable.
