Top Freezer section working Bottom Refrigerator not getting cold

The top (freezer) section is working fine but the refrigerator section is not.
I have tried changing the balance control located in the freezer compartment and which allows changes to the balance of cooling between freezer and fridge to be changed. I have also tried all settings of the thermostat in the fridge compartment. Without success.

Freezer is working, refrigerator is warm

You probably have a defrost issue with the freezer. Cold air is passed to the refrigerator section from the freezer, when the freezer does not defrost air flow to the refrigerator is eliminated causing the refrigerator to warm up. Check for icing on the back wall of the freezer. If no ice on back of freezer, check the damper assembly going to the refrigerator section.

Freezer stays cool but bottom stays warm.

I agree with your analysis, and recommend that you replace that fan between the two sections.

Refrigerator not cool, freezer ok

Either the freezer continues to freeze up (most likely due to low refrigerant, due to a leak), or there is an obstruction between the freezer and the refrigerator (refrigerators get their cooling from the freezer).

Given that it works after you defrost it, I'm going with low gas. Call a professional to see if the leak can be fixed. If the unit is more than 10 years old, just get a new one.

Refrigerator Not Cold

You are not moving air between the freezer and refrigerator sections. This may be due to a defective fan motor or a frozen evaporator coil.

Repair

Defrost system problem will be indicated by frost (snow) on back wall or cooling coil is located in the freezer compartment. Check freezer control setting. If it is set to cold for the freezer it reduces cold air to the refrigerator section.
