Out the windows installation disk in the drive and restart the computer. When the screen pops up select to install windows and Format the hard drive. That is the easiest way to do it.

please low level format it with a low level format software from hddguru dot com its free to use. please be careful as all the data is lost and is irreversible process.report us if the drive is still slow.

From what you are describing you are missing the SATA controller
Please do the following
1) Go to www.devicedoctor.com and download and install application
2) Once installed load up and click on begin scan
3) Once it has scanned it will probably pick up missing SATA controller and give you the option to download
4) Download the SATA controller and install
5) Reboot PC and the SATA drive should be recognised
I have the exact motherboard in a everyday desktop. I ran into this issue myself. The video card was bad. It didnt give me any error beeps either. So, I popped a used AGP nvidia geforce 5200 in the slot and bam, it was back up.
However, make sure your hard drives are spinning. If they are not, there might be another issue at hand...
first of all you should know that even though pentium 4 isn't that old there are still some problems, for example the d processor uses sd-ram or ddr1 ram which are much slower that ddr2 and ddr3 "ddr1 isn't that slow" but if u're using SD-ram then u might wanna upgrade your rams a bit.

A couple of things to check/try:
1. Make sure your video card (if using one) and the memories are properly seated to their slots. Do an R & R (remove, reinstall). It might also be a good idea to clean the little gold edge connectors;
2. Reset your CMOS/BIOS by using the onboard jumper near the battery. Restore to original position after reset;
3. Double check your master/slave jumper on both the HD and CD;
