I have seen a couple of different things cause this... Are the fuel lines hooked up and not split and fuel filter routed right in tank.(hanging freely touching bottom of tank lying flat) next if your carb has adj. screws H &L I have seen when the H is cranked snug (lean) that primer won't work right. Last but not least your Needle inlet valve is stuck shut and or the fuel pump diaphram little tabs are not sealing off chambers in carb on fuel pump side. make sure your fuel lines are properly hooked up to the right spots. when you push primer bulb it should squirt gas into the fuel tank, then when you release it ,it should draw fuel from the tank through the filter and thru the carb and then out to tank.

Probably a valve in the priming system is stuck. It allows fuel to flow into the bulb from the tank, the valve should close then and allow the bulb pressure to spray into the carburetor. Could also be the opening into the carburetor from the prime bulb is blocked.
you will need a sharp flat blade screw driver first take screw driver and pry out metal retaining clip once out pull out old primer ball the push new in till its seat all the way around get new retaining clip push it over primer take a socket same size as retaining clip push the ring down until seated your are done
Sounds like you have an air leak. Either in the primer bulb is split or punctured, hole or leaking fuel line or primer bulb base, and is sucking air instead of fuel.
sounds like you need to go through the carby and rekit it , make sure all the passages are clear and replace the welch plugs and check passages under them too and replace the purge prime valve assy that the primer bulb and flange connect to as you mentioned pick up and return lines are ok with no cracks or splits , make sure the tank breather is ok as well as the tank filter not blocked / restrictred thats about all i can think of
