There is a short or badly installed light bulb in the rear brake light housing. Those bulbs use both running lights and brake light filaments and if a filament shorts to the other filament or they are installed wrong, pressing the brake pedal energizes the brake light and inturn the running lights.

1. Reset the Video Output Settings. While the PLAYSTATION 3 system is in standby mode (red light on the front of the system), hold down the touch-sensitive On/Off button on the front of the system until the system goes into standby mode again .
