Hi,
I want to first make sure that your dryer is serviced up. so i want you to do these steps.
Most of the problems will be resolved doing these......
As clothes are tumble dried, they drop fibres. Most of this fluff is
trapped by the lint filter and this needs to be checked and cleaned
regularly. Lint also builds up in the vent pipe and around the electric
motor in the rear of the dryer.
1.clean lint filter
Wait until the dryer cools, open the door and lift out the lint filter.
Gently brush off lint using your fingers.
On many models, the filter may also be washed. Check your manual for instructions.
If the filter is damaged in any way, you should replace it.
2.Vacuum area where lint filter sits:
The area where the lint filter sits should be vacuumed .
Remove the lint filter, and use a narrow vacuum nozzle to remove dust and lint from the fitting.
3.Clean inside the tumble dryer:
1. Make sure the dryer is cool, switch it off and unplug it.
2. Unscrew the retaining screws on the back panel, and lift it off. Vacuum the blower area.
3. Also vacuum around the vent pipe connection.
4. Replace the back panel and refit all the screws.

Wait for the dryer to cool. Unplug the vent hose and inspect its entire length for snags in the pipe.
Make sure the vent is not obstructed on the outside wall, and fit a flap or screen to keep out small animals.
If your vent pipe is punctured or damaged, you should replace it.
To avoid dryer problems,
Make sure the dryer is level and does not rock, and consult the
manufacturer's instructions for the maximum weight of clothing to dry
at one time. Also, make sure clothes have been spun-dry before putting
them into the dryer.

Your exact model is not available in my region, however. most LG dryers have a water collector bottle/container at the top end of the unit. If you unit has such a component, might it be that this is the one that needs emptying? Additionally, there is a pump/sump at the very bottom of the unit. Normally this is where the sensor is that triggers the alarm/indicator "empty water". It could be that the sump is full of water or it is simply very damp in that area that the sensors are reading wrong. It is not a filter problem.
Hope this be of initial help/idea. Pls post back how things turned up or should you need additional information.

For some reason, I could not find any technical documentation for your model, the LG TD700 CE. Related to this a couple of ideas:
Additionally, you may want to check:pls verify model at the name plate/tag at the rear of the unit (some LGs are actually rebranded Zenith or GoldStar products);
pls post back whether the unit is pure electric or combo gas/electric;
pls post back your general location.
Incidentally, there is normally a reset button at the rear (sometimes at the bottom) of most dryers, pls try this or unplug for about half an hour.
This of course would require familiarity of electrical components/circuitry, safe procedures when working with electrical/live appliances and use of a DVM (or a continuity tester/voltmeter). It would be to your added advantage access to a service manual or at the very least a schematic diagram with voltage readings. Should you be uncomfortable performing a DIY (do-it-yourself), perhaps your best bet would then be to seek the services of a qualified professional.moisture sensor, try removing one of the connectors and making sure it is not touching any metal part of the dryer. This should make the "empty water" not to come on. On the other hand, shorting/jumping the two connectors should make the "empty water" to come on and/or run the bottom pump;
thermistor or thermal cutoff. This is inline with the wiring of the pump motor, if this is open, the pump will not run. A test is to short/jumper the two connector of the thermistor or thermal cutoff. If the control board and pump are OK, then the motor should run, removing the jumper should make the pump stop;
pump motor, checking for the supply voltage;
control board, visually inspect for any burnt marks, cold solder or anything out of the ordinary.
Appreciate your post/comment back. Based on this, the model is TD-C700E, most likely marketed in Australia and it is a 7kg Condensor Dryer. And as initially posted, you would need a continuity tester to check the components with particular attention to the thermistor, water sensor and drain pump,

the tumble dryer is LG TD700 CE
after removing water at the bottom behind filter it is working for a little while but the water comes back.
I have checked both flexible pipes and they are not blocked ... it's looked like the pump is not working ...
what should I try now?
every thing has been cleaned even the fan at the back but still no water comming into the water tank at the top but a lot of water at the bottom.
I checked the drain too ...
the model is LG TD C 700 E and I bought it 2.5 years ago.
