There are many different models of Briggs used however simple methed is to find the governor shaft. Attached to the small shaft will be a lever with the governor spring and linkage that connects to the throttle. One end of the governor spring attaches to the lever and other is attached to either an adjustment screw with locknut or metal tab that can be bent. Increasing the pull of the governor spring on the lever will cause the engine rpm to increase. Bend the tab to allow for greater pull or adjusting the bolt with locknut. Make sure that the engine is not turning much more than 3600 rpm. Use a digital meter with Hz setting to set the output cycles at 60. When set at 60 cycles the engine should be turning about 3600 rpm which is where the engine develops max power.

Your RPM's are too high. There is no voltage regulator in coleman generators (generator is actually made by generac) and is 100% dependent on engine speed. There is a screw under the tank when your looking in from the recoil side. It controls the governor arm. Screw it in and it incresses the rpm, out decrease. Plug something in that draws a decent load while setting the rpms since you want it to put out 120 and 240 underload. Your idle voltage does not matter.

try removing the air filter and try starting if it dirty or to oily , no vacuum is created to pull the fuel into the carb

The needle valve may be stuck which would not let gas into the carb. I don;t think rebuild kits are too expensive. Pull the carb and take it to a lawnmower repair shop and they should have the parts. Before that though pull the bowl and make sure it has gas in it. If no then remove the fuel line and make sure gas flows from it. If no then could be the fuel shutoff valve is not operating properly or junk in the gas tank is obstructing the line.

Surging is usually caused by a lean condition You can try to turn the mixture screw ccw about 1/4 to 1/2 turn. If this does not solve the problem your carb will have to be removed, cleaned thoroughly, and reinstalled.

Your generator produces proper voltage and 60 cycles at 3600 rpm. Use meter to adjust voltage/engine rpm. If after adjusting rpm setting and gen. does not have proper power, remove cover to generator and examine brushes and commutator rings for wear and voltage regulator/rectifier for burned components swolen or leaking capacitor and replace parts as necessary. This is really not something you can do. There is a fair bit of engineering that would have to be done and then there is wiring and mounting, etc.
