try to boot the windows from external DVD or CD ROM on USB if you have acces to your BIOS set the bios to boot from USB. i think your CD/DVD rom is not working properly, or is no booting from it bios is not setup corectly.

This sounds like a file error (but not positive). My suggestion would be to change your boot order in bios ( a must since this is a Vista machine and CD-ROM is always set as one of the last. Hit F1 (or maybe F2?) when first turning it on to get the bios screen. Go to the Boot menu and set the CD-Rom as the first in order, then hit F-10 to exit and save. Be sure to put in your vista op system cd in your rom drive and see if you can't do a system recovery with it. I know that it was an option with XP.

There is a known issue on this model (A205 and A215) and Toshiba knows about it. A
password can be automatically be set by the computer and will need to
be removed and have the BIOS updated so it won't happen again by an
"authorized service provider." You can locate your closest Toshiba ASP
at support.toshiba.com This is a known issue and Toshiba knows about
it. You should get this covered at no charge if you take it into an
ASP, make sure to verify this with the ASP and take it somewhere else
if they tell you it will cost you anything. Toshiba will cover this
till December 31st 2010.

remove ac supply and battery from the laptop.. and press power button for atleast 30 sec.. it reset the CMOS memory.. this is what toshiba technical support person told me to do when i called to them way back..
