Either your WiFi switch is turned off or the WiFi device drivers are missing. Clarify me your laptop's brand / model to give you more details.

My wireless capability is turned off and i don't know how to turn it on.

Make sure the wireless switch on it is ON. Then press and hold "Fn" key and press "F5" (this enables/disables wireless capability of a computer) and try to detect wireless networks.

How do you know if the comp has wireless capability have nav50 laptop says on line butcannot display page

Generally if you can see a wireless icon in your network settings, this would indicate you have wireless capability. If you think you should have wireless capability but do not see it, there is a fair chance that its turned off by either a switch on your laptop or in BIOS.

No wireless capability

If your model does not have wireless capability, even if you had a switch on the machine, if there is no internal wireless card you can't make this wireless. My suggestion would be to purchase a PCMCIA or USB wireless card that you can load to your system to make this wireless capable.
