What do i do if washing machine wont spin or drain out

Remove drain hose from where it connects to the plumbing under the sink/tub. Inspect the spigot. If clogged, clean. If clean, then tilt machine back and remove drum to pump hose from pump. Check hose and also drain pump. Clear any obstructions.

Possibly a blocked filter or pump.
Ths filter should be at the bottom right front of washer, sometimes behind a removeable cover at the bottom of washer.
To clean it, unscrew anti-clockwise, remove and clean.

If your washer won't spin, check these: It doesn't pump or spin If it doesn't pump water out or spin, check to see if the motor is running, then proceed as follows: If the motor is running, your washer probably has a frozen pump pulley or a broken pump belt.
