This is a very common symptom of a power supply that is failing. There are parts called filter capacitors and when they start to fail they can't filter correctly so the power supply can't start. When you keep trying to power it up it will finally do so but the time it takes gets longer and longer as the capacitors get worse until one day it will not power up anymore. The TV uses the same power supply board, the 200-000-xxxxtltx as the Polaroid TLA-01911c TVs. Here is a repair guide for the Polaroid model that shows what to look for and replace on the power supply board to get it back up and running again.

It is saying no signal becuase it is not getting he signals from video source or from the cable. Try it on another cable location in the house, if still the same, then you have problem in the main board.

It looks like this unit will accept several inputs, and it is not autosensing (detects automatically)
On the side, there is a button that is labled "INPUT"
Push this several times until a picture appears.
The must be something attached to the TV for it to display a picture.
VCR, DVD, anything. If it does not see an input it will display
"NO INPUT"
