You may still need to check more components

Since your wake up LEDs are Active ( working ) this means your stand by 5 voltage is working.

Since your Standby 5 Voltage appears to be working but you still do not have a fully working set
you may need to check your High Voltage Components.

I got a problem my tv sony trinitron kv-xg29m20 the problem is when the tv comes on the picture is not full the sound comes then suddenly its cutsoff and the redlight flashes

By not full I assume you mean the picture is reduced in size all round. If this is the case then you most likely have a power supply problem. Check the HT voltage, if this is low then check all electrolytic capacitors in the power supply for reduction in value.

I have an hp pavilion dv5 laptop. When I push the power button, it turns on, but it freezes on the hp logo screen, it won't even boot, and you can't go into the BIOS settings. Can this be fixed?

Yes most all PC's can be "Fixed" it is just a case of parts and money. http://www.retrevo.com/support/HP-DV5-1140-Laptops-manual/id/23082bh634/t/2/
Above your user manual below your service and repair manual.

Try this below it may work? Above is your user manual, below is your Service and repair manual. Please perform the troubleshooting steps and you should soon be able to isolate and repair your PC.
Ok perform a system restore, press F8 at bootup and choose safe mode desktop, when you are asked if you want the safe mode desktop or system restore, choose restore, and when ask if you want restore or desktop choose restore, restore to a time BEFORE the driver up date and follow instructions and reboot, you should be back where you were.Or start up in safe mode desktop, at desktop, go device manager and "Roll back" the driver. reboot, should be OK

You will have to troubleshoot and find out where the fault is. Here is what I do….. First, check the Power is ON, cable is OK and IN PC, Then open PC up, and remove all power connections from everything EXCEPT the Motherboard Connector.(s) (Remember where they go, draw a diagram etc) Power the computer up, and does it switch on? NO, Then, remove the RAM, does it Boot up? YES Faulty RAM, replace. If it still does NOT then your Power Supply Unit is probably Faulty.(But it may be the motherboard) either way we need to test more with a known good power supply. With know good PSU, plug this one into the Motherboard Connection(s). Does it work, YES. Problem Solved. OK back to Frst: Because it DID go the PSU WAS OK, The MB was OK & the RAM was OK, Now then we plug in each of the other Items, DVD Hard Drive, etc, etc. One-at-a-time, until we find the one that stops the PSU. (It has protection and will "Shutdown in event of a fault") The one that stops the PSU is your culprit, replace whatever it is.

Our RCA HD tV suddenly started to go off it had a hissing sound when this began.Know the tv will not come on.

The Hissing is the High Tension electricity. Sounds as if this section has failed. Developed a partial short of some sorts in the HT section or Power Supply. It seems that your unit has some sort of HT side, PSU fault, or a problem to the HT section that is shutting down the Power Supply Unit, PSU. This happens so that no further damage, and possible fire will occur.
You need to take the unit to a reputable service centre/man and ask for a firm "Quote" for the work to be done.

Philips IQON

Check your Power Supply Unit..(PSU) It has most probably "Faulted". BUT first remove all cards... disconnect all Hard Drives, CD/DVD's etc.. try to power on... if still no-go then ya PSU IS Definitely faulty. Replace. If it DOES go, then, simply plug in each removed device and turn on again, in turn,... until it will NOT power on & that device, will be your "Faulty" bit.. replace that device/card etc. & NOT the PSU. The PSU's are fairly inexpensive these days. To replace ya PSU, open up ya PC... Disconnect the PSU's Plug from Motherboard. Unscrew the Four (4) Screws from PSU, from the rear, near fan. To install is simply the reverse process... Screw the PSU into place..connect up the Plug onto the Mother Board.. ya done.. Power On.

Measure HT voltage for video drivers(i.e +185v). It will be less than normal, because of the filter capacitor faulty,Normally the value will be 22mfd/250v.Otherwise you can try any Mfd of 250v. Try and reply.
