The whine is a short somewhere---+ and - are marked on the board for each cap if it is polarized---usually the - will have a shaded white mark on top of board--if you got one in backwards it can explode......
yes u may have a problem with the power supply , bad capacitor on the power supply 2200uf at 25volts , thats the only cap with this value , it's right on the power supply

most likely ifthe convergence option is missing from the on screen menu you will need to replace CL230, DL231, and FL231 you can get those parts with free instructions at the following link, http://servicemanuals.vstore.ca/
my first instinct when i hear this at the shop is a shorted horizontal output transistor. and with that usally a flyback also. If you know any electronics you can replace. Replacing these components are not for a novice. i would first check the transistor to be sure
Look on Deflection board see if capacitor 150 is open on top 2200uf 16 if so replace it and the two near by it 220uf 35volts other wise order new deflection board cost verys 125.00
Caps are Green with gold writing on them.
