Remove the lens and fire off a few shots while looking inside. Make sure the mirror flips up out of the way and that the shutter opens and exposes the sensor.
Since it only has a problem with one lens, it could be that the contacts on the lens where they meet the body need cleaning. The D40 is a low end camera, but before you discard it, I would contact the closest Nikon repair depot (see the Nikon website for the location) and ask them for a repair estimate. You will then be able to decide if it is better to have it repaired or replace it with a newer model.
Does the menu show when you press the MENU button? Can you see your pictures when you press the Playback button (right-pointing triangle)? If so, then there's nothing to fix. The D40 works as SLRs have worked for half a century. There's a viewfinder which allows you to frame and compose your picture. The LCD monitor is for menus, camera settings, and picture review. LiveView, which allows you to use the monitor for shooting, is a recent development, which Nikon introduced into their cameras with the D3 and D300, both introduced years after the D40.
I'm going to assume you mean a Nikon D40. If I'm wrong, please reply to this post and enlighten me.
Press the [info] button to bring up the information display. Press the [i] button to put the cursor into the display. Use the multiselector to select the Shooting Mode (fifth item from the top, along the right edge of the display) and press the [OK] button. Use the multiselector to select the self-timer mode (one-handed clock) and press [OK]. Start the self-timer by pressing the shutter release button as usual.
You can change the length of the delay with Custom Setting 16.
I e-mailed nikon for this same problem. Their solution was to take out the memory card and press the shutter release button in the demo mode. To get to the demo mode you first need to go to custom menu/controls/no memory card?/press ok/ arrow down to enable release and press ok. Now you are ready to try solving this problem. Press the shutter release button to see if it will reset the shutter release button. I haven't tried it yet but it is worth a try.
You have a short in your button board in your camera or a bad button board. Send into Nikon to repair. You can also look on Ebay for the part if your technical skills are up to self repair.
