The 533 you list is the Front Side Bus (FSB) speed and has nothing to do with the sound driver. The model # P4I45GV returns two possibilities - a REV 3.0 and a REV 5.0. Look at the mainboard. The REV 3.0 has only 2 PCI slots, while the 5.0 has an AGP slot and 3 PCI slots. The audio is a C-Media Chipset. Both versions use the same audio driver. You can access it here:

Sounds like time for a new ignition switch. The 4000 rev is probably fuel going into the engine when engine runs down rpm while stopping.

On your instrument panel directly below the rev counter are 5 buttons.
Press and hold button A for approx 5 secs, all the digits will flash
Realease button A
Press button B to change from KMH to MPH
Confirm this is what you want by pressing A for 5 secs
