I had the same issue.
Take the lid assembly off and remove the metal shield over the burner controls.
This will allow you to remove the black cover that you see on the front of the grill and will give you access to the burner controls behind the knobs.
there is an almost diamond shaped metal piece with a screw in the top and one in the bottom that the know shaft runs through.. take note how it is currently positioned and then remove the screws and the piece of metal will come off.. dont lose the spring or lock washer.
you will now have access to the valve which is your issue. i sprayed some liquid wrench and i used a large common head screw driver to "beak" the valve to allow it to turn. Test it so you know which position to return the valve to and then put it all back together.

BE VERY CAREFUL sticking matches in any propane appliance! With the gas OFF see if you can physically see the spark when you push the ignitor, if yes, the problem may be the regulator or bottle pressure the only test i am aware of for the regulator is replacement.
