You can push F11 key repeatably while starting your machine.This will bring you in to recovery mode.Just follow the prompts and you will wind up with factory default settings.If this won't work you can get a free recovery disk from HP.You will need to change the boot order from :A to CD DVD first devise checked so that it will start off of the setup CD.The order should look like this CD/DVD #1,C:drive #2 .Internet boot # 3.A: # 4.(Floppy drive).When you first start up the boot menu will be displayed so try and tap that key to access the menu.You may have to use your keys to navigate,arrow keys space bar,+ - and enter keys.Just hi light your choice and hit y or n. Well here is a quick solution for you. I love reading some of the most crazy responses on this site, but I did want to give you a possible solution. I am Guru... I used to modem pool three 56k modems before broadband was available... (most people won't even know what I just said, but the other gurus out there can appreciate it)....

I got that same error this morning, and fixed it in less than 1 minute.
Like I said, I am not your average techie- I have full OEM CD or DVD versions of Win95a, b,c - up to Win 7Home Prem (another one the gurus could love, most people did not know Win95 had three versions... lol.. there was no such thing as live updates back then)
1. Get an OEM/Retail Full version of WinXP, Win7HP, etc (what ever it is you have installed)
2. These disks can boot your computer and restore it.. I DO NOT recommend HP Restore Disk Wizard because they will burn fine, but when you try to use them, you will get read errors and have to PURCHASE restore disks from HP (disagree? Google for yourself ).
Proof of concept ! (Got to love it)
See below, I put my Full version Win7HP disk in, restarted the computer.
2. Wizard starts like you are doing a full install but, you will have an option to repair existing Win7HP
3. Let the Wizard find your current install
4. The wizard will also attempt to find the problem, and give advice on how to repair.
5. In this case you can see the results it gave me.
6. So I clicked OK to repair and restart...

That is the "Windows boot manager missing" error. The above have listed the solution. To save your files on the hard drive removed it and dongle it off another pc as a slave drive and drag and drop your files. The operating system will need to be reloaded fresh.
Try this. Restart your computer and press F8 repeatedly and enter "Safe mode". After going into safe mode disable driver signing. Then restart the computer.
You have not provided the info which Windows you are using like XP, Vista or 7?
The driver disable is done differently depending n the version of the Windows.
All you have to do is to get the recovery disc from any computer store or take it to the repair centre. good luck..
Incase if you dont have your recovery CD, and u cant buy another one. then the only option is to put the same operating system CD and during installation select the repair installation that will work.

Although I agree with Justin on most of his points, there are a couple of things I would like to bring up.
1) The error code points to the boot manager, which may indicate a corrupt sector on the hard drive, which is a far cry from being completely failed.
2) You didn't mention the make or model of the laptop, but if you are already licensed for Windows you may not have to purchase the software again. Contact me with your model specifics and I will try to help you.
3) Not a big fan of Best Buy, but they will most likely have the correct part. Newegg.com is another very good option. Since there are several types of hard drives, including SSD, SATA, and ATA/6, you need to know what type of drive you currently have. Also you may be able to replace a failed SATA with an SSD, which will give you faster startup times, more reliability (longer lifespan) and improved performance. They cost a bit more but the prices are coming down to fairly reasonable.
4) If this PC is less than a year old, it's probably still under warranty. Also they should provide you with the O/S disc in this case also. (under a warranty hard drive, I have heard of a new drive being sent out with instructions on how to install it)
5) Even if the drive won't boot, it's likely (very likely) that data (documents, music, photos, etc.) can still be recovered. Contact me if you would like help with this part.
1) Yes this is true it could be just a bad sector on the drive and a recovery could resolve the issue. 2) It is listed in the the category of the problem which model it is. HP's typically only have a partition to restore the computer and they maybe able to run the recovery typically F10 to start it. 3) Neither am I a fan of Best Buy but it beats waiting to order a drive from newegg and they are still realtively cheap. I don't think most people will want to spend the money for SSD. 4) All they will do under warrenty is restore it and/or install a new hard drive but it will take close to a month. 5) Yes the data is recoverable even after a restore with programs like Get Data Back and an external drive.

Many HP models have a copy of the Windows installer on an invisible partition of the hard drive. As others have noted, you can get to this by holding down F11 when you start the computer.
It is probably not necessary to reinstall Windows from scratch. Try to repair the installation using a Windows installer CD. Watch carefully for this option to come up - it's easy to miss in the Windows XP Setup, but is very obvious in Windows 7. Do not confuse it with the Recovery Console. I've not had to do this on a Vista system yet.
Any Windows XP cd can do a startup repair on any version of XP, but you can only do a full install of the same version if you wish to use the COA key on the sticker on the bottom of the machine. Likewise with Vista or 7.

"Device is inaccessible" may, but not does not necessarily refer to the hard drive. It is possible that Windows attempted to initialize another system device but failed because the driver or a related file is corrupted. (The bad file may be named - in this case it may be possible to fix the problem by booting with another OS (e. g., Linux on a USB memory module) and transferring a good copy taken from another machine with the same version of Windows. Be sure to install the replacement driver in the same folder as the corrupted one (probably C:\Windows\System32).
Otherwise, try starting by holding down F11 when you turn on the computer. If successful, you will boot to the Recovery Partition, which has a copy of the Windows installer. If this works, the hard drive may still be good.
